But yeah, its just insanely stupid design because you have 4 overlapping mechanics: the heart, the marker, the glow and the notification. Its insane. All of these do the same thing. The heart markers: which tell you exactly where everything is are of course the first thing you turn off because they're way too casual and destroy exploration.
After I escaped as Corvo from Dunwall and woke up on the ship after the Outsider "Level" all my powers are gone, even if I choose to play with powers. I played to the first level and my powers are still gone, I have no heart and no blink but I get the messages like "Rune or Bonecharm nearby, equip the heart." Looks like a bug! Performance runs pretty well for me btw.
In every level, there are usually about 3-6 runes. You have to use the heart that the Outsider gives you in the first mission to find them. Simply equip it, and look around the level. You should see one or two markers. If there aren't any, you have collected them all for that area, or you're not close enough to them.
